RFP: I00 Waste Management

Location: Graham, Louise & Moresby Islands

Taan Forest Limited Partnership (Taan) is requesting proposals from Individual Owner Operators to provide waste management and operational support on the Haida Tenures TFL 60 and FNWL N1G. Taan manages 6 dry land sorts, 6 waste sites and 5 burn sites to manage waste created at the dry land sorts.

SUMMARY

  • All waste management must be in accordance with permit requirements and performed in intervals as directed by the Production Supervisor:

  • Minimum equipment: excavator, tandem gravel truck, and cat spreader.

  • Excavators larger than 200 cat size are not recommended.

  • All waste must be separated into burnable and non-burnable material.

  • Waste must be deposited, compacted and tiered in accordance with permit requirements.

  • Burnable waste must be burned in accordance with permit requirements.

  • Waste from burned material deposited in accordance with permit.

  • Cover material must be placed in accordance with permit.

  • Additional operational work will be required from time to time such as:

  • Camp maintenance & Clean-up

  • Firewood delivery

  • Block clean-up

  • Minor deactivation

  • Gravel/ fill delivery

CONTENT OF PROPOSALS

  • Cover letter with summary

  • Ability to complete work (list of Equipment, size of equipment and previous experience)

  • Proposed rate hourly and/or daily

  • Rates are all found including transportation, mechanical work, repairs

  • IOO BC Forestry Safety Council Safe Company number

  • applications will be accepted without a BCFSC # but if successful, work cannot commence without a BCFSC #

  • Worksafe BC number

  • Applications will be accepted without a WCB # but if successful, work cannot commence without a WCB #

  • GST number

  • Commercial General Liability ($5 million) with Fire Fighting Expense Endorsement ($2 million)

  • References

  • Each dryland sort, waste site and burn site have associated Ministry of Environment permits that MUST be adhered to. Please provide an outline of how you intend to fulfill permit requirements such as:

    • Separating burnable debris from non-burnable debris.

    • Dealing with debris not typical of soil and wood debris from a DLS such as cable, paint cans, grease tubes ect.

    • Spreading non-burnable materials at the waste site and compacting to eliminate oxygen within the debris, while maintaining permit specifications of lifts not exceeding 3 meters, and the slope of the over all waste site not exceeding 30%.

    • Acquiring material to cover the waste site as permitted.

    • Plan to control water pooling.

    • Plan to deal with spontaneous fires.

    • Reporting the volume of material going to the waste and/or burn site.

    • Reducing the amount of material going to the waste and/or burn site.

    • Transporting burnable materials from DLS to burn site.

    • Any other uses you may have for burnable materials to minimize transportation costs.

    • Ensuring appropriate times for burning, including checking current and forecast venting indices.

    • Ensuring that burn smoke capacity does not exceed the permitted levels to not exceed 60% for the first 30 minutes of the burn, and not exceeding 30% for the remainder of the burn.

    • Mitigating smoke blowing towards community zones.

    • Maintaining a 30 meter buffer between the burn site and other combustibles.

    • Ensuring burns do not exceed a 48 hour period.

    • Acquiring burn permits when required.

    • Implementing forced air into the burn site.

    • Lighting piles using fire accelerant.

    • Moving, spreading and compacting ash from burn sites.

    • Recording burn starts, duration and volume burned.

    • Equipment kept on site during burning.

PROPOSAL RATING

In no Specific order:

  • Ownership of company (Haida Owned and Local Haida Gwaii ownership take precedence)

  • Past experience/ performance with Taan Forest

  • Ability to complete the work with available resources

  • Rate to complete the work
